Predestined to Perform at Lancaster

 

The Lancaster Community Club Chowder will be Saturday, September 11 starting at 5 p.m. The gospel group “Predestined” consisting of Don Rigg, Lise Summerfield, Mark Stevens, and Ruth Stevens will provide entertainment.


Locals Can Donate to Memory Walk

 

Three members of Betty Williams’ family will be participating in a Memory Walk in Sun City, Arizona and are encouraging area residents to get involved. Amy Williams, Melissa Williams and Deven Williams will be taking part in the walk on October 23. The ladies are participating knowing the money they raise will help with the research and prevention of Alzheimer’s Disease. They are doing so in honor of their grandmother Betty Williams, who now resides at Rest Haven. Although the walk is in Arizona, local people have the opportunity to make a donation. This can be done by going to the walk’s website at www.westvalleymemorywalk.org. Click on “Donate to a Walker” and then type in either Amy Williams or Melissa Williams. The instructions will lead donators through the rest of the process. Betty Williams is the wife of Buford, and the mother of 5 children: Jennifer Kiefer, Becky Grimes, Randy Williams, Lonnie Williams and Rod Williams.


Raffle to be Held During Benefit

 

A Glamour Day Fundraiser for medical bills from breast cancer for Deb Couch will be presented by Glamour Magic September 2-4 at the West Salem Ruritan building on the square. Glenna’s Balloons-N-More has donated a basketweave pink ribbon throw to be raffled with all proceeds going to Deb Couch. Tickets are $1 each, and are available at Glenna’s Balloons-N-More or the days of the fundraiser. The drawing will be held September 4.


Ordinance Outlines Placement of E911 Signs

 

The new E911 address signs have very specific instructions regarding their installation and placement. The following are the guidleines as outlined in the ordinance adopted by the Edwards County Commissioners.

• Within sixty (60) days after the receipt of such notification from the 9-1-1 Emergency Telephone System Board, the owner of a house or building to which a number has been assigned shall affix the number sign to a structure, post, or mail box post that is no less than one foot above the ground level or ground vegetation and the top of the sign may not be any higher than six feet in total height. Said sign may be no more than thirty feet off the edge of the surface of the roadway and no further than ten feet from the beginning of the driveway where the driveway meets the street or roadway surface. If the structure has more than one drive the sign must be placed at the beginning of the most used drive. Said sign numbers must be clearly visible from the roadway from either direction of the road. Sign specifications are as follows: Must be six inches by eighteen inches; sign must be mounted in a vertical position being length up and down, Letters must be three inches or greater and be made of durable white reflective material and be posted on each side of sign, Background color on each side must be green, sign must be posted so that it is visible from either direction of travel, sign must be engineer grade and constructed of metal with a thickness of no less than .080 gauge material.

• It shall be the duty of the owner thereof upon affixing the new number to remove any different number which might be mistaken for, or confused with, the number assigned to said structure by the 9-1-1 Emergency Telephone System Board also it is the also owners responsibility to maintain vegetation around the sign so that said sign is never obstructed.

• Each principal building shall display the number assigned to the frontage on which the front entrance is located. If a principal building is occupied by more than one business or family dwelling unit (s), each separate front entrance or family dwelling unit shall display a separate number or letter designation.

• Numerals indicating the official numbers for each principal building or each front entrance to such building shall be posted in a manner as to be legible and distinguishable from the street on which the property is located, with letters painted or applied, of a contrasting color to the background, of not less than three inches (3”) in height. If a building or dwelling is situated in such a way that the numbers cannot be easily seen from the roadway in front of said structure then a sign or number post must be used in front of the structure and placed in such a way that it can be easily seen from the roadway.

• If multiple houses are located on a private drive less than ¼ mile in distance from the edge of the roadway to the residence (s), there must be a house number (s) posted for each residence at the beginning of such drive. There also must be a general contrasting house number posted on each house on the private drive. In such case as the drive being over ¼ of a mile in distance from the edge of the roadway the drive will then become a named “Lane” and the Edwards County E-911 Coordinator will contact the resident or residents on such lane to determine a name for such lane. In the event residents cannot agree on a name the Edwards County E-911 board will permanently name the lane. Such lane will not now or in the future be deemed public nor it be maintained by public funds. Naming of the lane is for E-911 mapping and postal addressing only.

• New Structures: Numbers will be assigned to each proposed lot or tract on the surveyors copies of Final Subdivision Plats by the 9-1-1 Coordinator. All new structures will be given an address by the Edwards County E-911 Coordinator within 15 days of the beginning of construction. It is the responsibility of the owner of such building or residence to come to the E-911 office during regular business hours to obtain their new number.

• Penalties: In the event that the owner in charge of any house or building refuses to comply with the terms of this ordinance by failing to install the number assigned to them within sixty (60) days after notification, or by failing, within said period of sixty (60) days to remove any old numbers at an entrance or elsewhere which may be confused with the number assigned hereto, he or she shall be issued a citation and be fined not more than $100. After being cited the owner will have ten days to comply with the infraction. If such infraction has not been corrected after ten days a $5 per day fine will be assessed until the infraction is corrected. Anyone found removing or destroying a street or road sign or have such in their possession will be subject to a citation and a fine for labor and cost involved in replacing the sign at a minimum of $100. All fines and fees collected from such citation will be collected by the court and forwarded to the treasurer and then said funds are to be deposited into the Edwards County E-911 fund to be used to operate the E-911 system.

The Edwards County Sheriff will be responsible for citing anyone who fails to comply with this ordinance upon receiving a report of such or a visual sighting of such violation outside the incorporated areas of Albion, West Salem, and Grayville. Inside of aforementioned incorporated areas local addressing ordinances will be enforced by their local police departments as their respective ordinance dictates.

Furthermore any residence in the incorporated city or villages of Albion, Browns, Bone Gap, West Salem and Grayville may or may not post a number sign at the beginning of their drive, but in any case must adhere to each city or village local ordinance in reference to residence number posting.

This ordinance shall take effect and be in full force and effect thirty days from after its passage.
